Can we punish too harshly?

Criminal law is growing. Recent decades show a clear trend of more criminalization and harsher punishment – ​​more people are punished and with more severe penalties. The increased repression is motivated by the fact that crime is increasing, or that it has at least become more serious and poses a greater threat to the safety of society.

Are more and tougher sentences really an effective way to reduce serious crime? And if it isn't, are there other reasons to impose harsher penalties? How do we know when the penalty level is high enough? And can the laws on crime and punishment become so intrusive that it is instead criminal law that becomes a threat to our security?
